W. E. Crozier was a member of the original board of trustees for North Harris Community College and served on its board of trustees for 12 years. He served as assistant secretary from 1974-75, secretary from 1977 to 78, president from 1979 to 80, and again as assistant secretary from 1981-82. He was also president of the board site committee which recommended the purchase of the 135-acre site for the third NHCC campus in the Tomball area.
He also served as president of Liberty Savings Association until he retired and served as a member of its board of directors. He explained his reason for serving on the board in that he ..."would like to see the college continue to expand its service base in the community and do as the people want it to."
