COMPENSATION & CLASSIFICATION

The fundamental objectives of the District's compensation plan are to ensure that employees receive fair and equitable pay in relation to the value of work performed, the District receives a fair return on its investment, and the employee receives a fair return for the contribution made.

Pay Rates

  • Faculty compensation ranges will be in the top 25% of Texas Community Colleges
  • Non-Faculty compensation ranges will be at the average of Texas Community Colleges, and local and state tax funded agencies and employers

Internal Equity

Pay ranges will be established that create fair and equitable comparisons of jobs across the district.

Market-Based Reviews

To ensure we are meeting our objectives, NHMCCD participates in annual surveys with other Texas Community Colleges as well as additional local and national surveys.

Market surveys use “benchmark” jobs to compare salaries of common/similar positions in other institutions or organizations. This information is used to determine if NHMCCD salaries are at the average of Texas Community Colleges. Internally, these benchmark jobs are compared to other NHMCCD positions in the same salary range to ensure our pay is equitable across the district.

Example

One benchmark job is Financial Aid Specialist, as that is a common position across Community Colleges. Using survey results, NHMCCD compares our Financial Aid Specialist salaries to other Community Colleges to see if we are paying at the average (95%-105% of average). Individual jobs are then reviewed to determine if market adjustment is needed.

NHMCCD then looks internally at other positions in the same salary grade as the benchmark job (a B22 for the Financial Aid Specialist) to see if the other jobs in that salary grade are also paying at the average and determine if our salary schedule needs to be adjusted. Annual surveys are conducted statewide on benchmark positions.
