Executive Council
    Executive Council, comprised of the chancellor, vice chancellors and college presidents, guides the district towards reaching its mission and goals.

    John Pickelman, PhD - Chancellor
    Chancellor Pickelman oversees all activities of the North Harris Montgomery Community College District.

    Stephen Head – Executive Vice Chancellor, Education, Student and Community Development
    Vice Chancellor Head leads the district’s educational programs and student and community development.

    Sandra McMullan Liggett – Vice Chancellor, General Council/Human Resources
    Vice Chancellor Liggett directs the district’s legal and human resources matters.

    Ronald Stauss – Vice Chancellor, Telecommunications & Information Systems
    Vice Chancellor Stauss is responsible for IT throughout the district.

    Ray Laughter – Vice Chancellor, External Affairs
    Vice Chancellor Laughter oversees the district’s public information, district communication, publications and other external affairs activities.

    Cynthia Gilliam – Vice Chancellor, Business Affairs & Chief Financial Officer
    Vice Chancellor Gilliam maintains the district’s business and financial activities.

    Dr. David Sam – President, North Harris College
    Dr. David Sam has served as the President of North Harris College since August 2000. In his role as the College's chief administrative officer, he heads the largest of the five colleges in the North Harris Montgomery Community College District. Currently Dr. Sam is serving on the Junior League of North Harris County, Inc. Community Advisory Board, the Boards of the Northwest Assistance Ministries, North Houston Greenspoint Chamber of Commerce, Leadership North Houston, Mexican Institute of Greater Houston, Inc., and the Aldine-Greenspoint YMCA. He also serves on the American Association of Community College's Commission on Global Education.

    Dr. Linda Stegall – President, Kingwood College
    Dr. Linda Stegall was named president of Kingwood College in August 1999.

    Dr. Ray Hawkins– President, Tomball College
    Dr. Raymond Hawkins has over 30 years of higher education experience, including 14 years as President of Tyler Junior College. He earned a Ph.D. at the University of Texas at Austin. His experience includes five years teaching and ten years in academic leadership positions prior to his appointment as President of Tyler Junior College in 1981.

    Dr. Tom Butler – President, Montgomery College
    In September 2002, Dr. Thomas Butler became the second president in Montgomery College's seven-year history. Butler, who was formerly the provost (campus chief executive officer) of the Annandale campus of Northern Virginia Community College (NVCC), was selected by Dr. John Pickelman after a comprehensive national search and interview process.

    Dr. Diane Troyer – President, Cy-Fair College
    Dr. Diane Troyer, formerly the president at Tomball College was selected to lead Cy-Fair College as its first president in October of 2000.
