Operational Plan #9 - Civil Disturbance
  • People in our society have a constitutional right to demonstrate for a redress of grievances. Such demonstrations may, however, be restricted so as not to interfere with the rights of others, academic freedom, freedom of movement, access to services, etc. Peaceful demonstrations may be permitted in areas, which do not interfere with the academic process, classes, meetings, etc.
  • Notify the police and the vice president for student services of any planned, advertised or expected demonstration, gang activity or civil disturbance.
  • The crisis management team will evaluate the potential for disruption of college services and will impose restrictions as needed. If necessary, court injunctions may be sought.
  • In the event of sudden or unexpected civil disturbance, the police director will take immediate steps to confine the activity, and notify the crisis management team, the HCSD, external affairs and other resources as necessary.
  • Acts of violence will be treated as criminal offences and appropriate action will be taken to arrest offenders without an escalation of violence.
  • Where possible, negotiation teams will attempt to resolve the issues peacefully.
  • The college president will determine if classes may continue and will notify the chancellor, external affairs, and staff. External affairs will follow procedures for any closing of the College if deemed necessary.
  • F&PO will make immediate repairs and clean debris for a resumption of classes ASAP.
  • External affairs will prepare any media statements, press conferences, etc.
  • College and class activities will resume as soon as safe conditions are determined
